1. Heat 2 tablespoons of oil in a pan over medium flame. Add dry red chillies and peeled garlic cloves to the hot oil. Saute until the garlic turns light golden. Turn off the flame and allow the mixture to cool.

2. Transfer the sauteed red chillies and garlic to a mixer grinder. Add salt, red chilli powder, and the soaked tamarind. Grind the ingredients for about a minute until you get a coarse mixture.

3. Add 3-4 tablespoons of water to the ground mixture. Grind again until it forms a smooth chutney. Adjust some water for the desired consistency.

4. In a separate pan, heat oil over medium flame. Add mustard seeds and let them splutter. Add curry leaves to the hot oil and stir well.

5. Pour the ground chutney into the pan with the tempering. Cook the chutney for about a minute, stirring continuously.

6. As the chutney cooks, it will start to release oil, indicating it's done.
