Who Is Padma Jaiswal? Delhi IAS Officer Removed From Service Over Corruption Allegations

In a rare and stringent move, the Government of India has dismissed senior IAS officer Padma Jaiswal from service. A 2003-batch officer of the AGMUT (Arunachal Pradesh, Goa, Mizoram, and Union Territories) cadre, Jaiswal was serving as a Special Secretary in the Delhi Government at the time of her removal. The dismissal comes after a prolonged inquiry into financial irregularities dating back to her tenure in Arunachal Pradesh nearly two decades ago. Her removal, sanctioned by the President of India, sends a strong signal regarding the zero-tolerance policy toward administrative corruption.

Who Is Padma Jaiswal?

Padma Jaiswal was born on 6th October 1975 and is an IAS officer of AGMUT cadre batch of 2003. She has a bachelor’s degree in Accountancy (BCom), a master’s degree in Management (MCom), and a Certificate of Company Management (CS).

Padma Jaiswal has been working as the Special Secretary at Delhi in the Administrative Reforms Department since 16 February 2026. In her twenty-year career span, she had worked as a Secretary, Secretary to Government, Director, Deputy Commissioner, Joint Secretary, and Registrar. Her discharge from service marks the end of her term in IAS, but doesn’t necessarily exclude her from future government services.

Arunachal Pradesh Corruption Case Explained

This case traces its roots to a time when Ms Jaiswal was posted as the Deputy Commissioner of Dibang Valley in Arunachal Pradesh. The charges against her relate to embezzlement to the tune of about ₹2.8 crore from the state government treasury. This amount was withdrawn supposedly as compensation to landowners for their lands in connection with several development projects; however, it is claimed that this amount did not reach the rightful owners.

Once the irregularities were unearthed, an investigation was set into motion within the department. The case progressed through various levels of investigation over the years, such as those conducted by the Ministry of Home Affairs and the Central Vigilance Commission. Once it was established that the allegations were true, the Union Home Ministry advised the dismissal of the official. After the necessary approvals were obtained from the High Court, the President of India made a decision to dismiss the officer in accordance with the rules governing the All India Services.
