Diwali 2025 Green Crackers in Delhi-NCR: The Supreme Court has allowed the limited sale of green crackers in Delhi-NCR ahead of Diwali 2025, providing a controlled window for residents to celebrate responsibly. A Bench led by Chief Justice B R Gavai and Justice K Vinod Chandran approved the sale from October 18 to October 20, 2025, covering Dhanteras to Diwali, under strict environmental and regulatory conditions.
As per the official orders, the relaxation is a test case, meaning future permissions will depend on how well these rules are followed this year.
The sale period is restricted to three days, 18th to 20th October 2025. Crackers can be sold only at specific locations designated by the District Collectors or Commissioners in consultation with local police. The Supreme Court has directed authorities to give these sale points wide publicity so citizens can verify their authenticity.
Only licensed traders are permitted to sell, and they must source crackers exclusively from NEERI-registered and PESO-licensed manufacturers. Expired or previously cancelled licences will be renewed only for the stipulated duration.
Importantly, online sales are strictly banned. The order clearly states that e-commerce platforms are not allowed to list or deliver any form of firecrackers, and any such consignments will be seized immediately.
Only green crackers approved by CSIR-NEERI are permitted. These are designed to produce 30–35% less emissions and noise and do not contain harmful chemicals like barium nitrate. Non-green crackers will be confiscated if found in the possession of traders or individuals.
The Supreme Court has also banned the manufacture and sale of ‘laris’ (joined firecrackers) due to their higher pollution and safety risks. Additionally, no firecrackers from outside NCR will be allowed to enter the region.

According to the court’s directions, bursting is allowed only during specific time slots on Diwali and Chhoti Diwali:
District administrations and police have been ordered to ensure strict adherence to these time limits to minimise air and noise pollution.
You can find authorised green crackers in Delhi markets such as Sadar Bazar and Chandni Chowk, where stalls will be marked with signs like ‘Eco-Friendly’ or ‘Pollution-Free Crackers.’ Always ensure the products carry a QR code certification verifying NEERI approval.
The Supreme Court has instructed the police to set up patrolling teams to monitor designated sale zones. These teams, which include officers from the State Pollution Control Boards, will verify QR codes, seize illegal stock, and take random samples for testing by PESO.Violators, including manufacturers or sellers of banned products, will face heavy penalties, including licence cancellation.
