Swati Maliwal, the chairperson of the Delhi Commission for Women (DCW), was allegedly molested and dragged for 10-15 metres on the road outside AIIMS on January 19 after her hand got stuck in the car window of the accused. The incident took place in the early hours of Thursday when the DCW chief was out on the road inspecting the state of women security in Delhi along with her team who were stationed at a distance.
According to Maliwal, as she was standing at the bus stop on the opposite side of the AIIMS, a white Baleno car stopped in front of her and asked her if he could drop her somewhere. To which she replied that her relatives are coming to pick her up. However, the drunk driver was still insisting on giving her a lift. Following her multiple rejections, the car left.

After an auto and another car stopped near her and the latter offered to drop her off, the white Baleno car returned. Maliwal alleged that this time he used slangs, abusive words, and wrong and dirty gestures at her. As she moved to the driver’s side of the car and put her hands inside the car to take hold of his car keys, the accused tried to shut the window and accelerated the car with her hands stuck for a few metres.

The drunk driver has been identified as Harish Chandra, a 47-year-old resident of South Delhi’s Sangam Vihar and arrested. As per the Deputy Commissioner of Police (South) Chandan Chowdhary, a case was registered under IPC sections 323 (voluntarily causing hurt), 341 (wrongful restraint), 354 (assault or criminal force to woman with intent to outrage her modesty) and 509 (word, gesture or act intended to insult the modesty of a woman) and section 185 of the Motor Vehicles Act at Kotla Mubarak Pur based on a complaint from the DCW chief.
"Last night, I was inspecting the situation of women's safety in Delhi. A car driver, in an inebriated condition, harassed me and when I caught hold of him, he grabbed my hand in the car window and dragged me. God saved my life. If the Chairperson of the Women's commission is not safe in Delhi, one can then imagine the situation," Maliwal wrote on Twitter in Hindi. The National Commission for Women (NCW) has sought a report from the Delhi Police on the matter as well.

In a conversation with the media, Maliwal raised questions about women's safety in the national capital and said that the DCW works on the field day and night to ensure women’s safety.
