For the next step add ¾ cup of milk and ½ cup of water to make a smooth and fluffy batter. Let the batter rest for 15-20 minutes. Heat ghee or oil in a pan, and pour a ladle of the batter into the hot oil, spreading it out into small, round pancake shapes. Fry on both sides until golden and crispy. For the syrup, boil 1 cup of sugar with ½ cup water, adding a few saffron strands and cardamom for a touch of authentic  flavour. Dip the fried malpuas into the warm sugar syrup for a minute, then serve hot, garnished with chopped nuts if desired.
